                        Juba Peace Negotiations Seminar between the Sudanese Government and the SPLM/N

Mr. Hafez affirmed  that the successive regimes in Sudan’s insistence on not addressing the root causes of the crises and attempting to fragment solutions has led to a complicated political scene.

The seminar discussed the content of the Framework Agreement paper of the Sudan People’s Liberation Movement-North. The speaker provided a comprehensive explanation and analysis of the paper, highlighting its shortcomings and the challenges to peace opportunities. He pointed out that what is outlined in the paper cannot be agreed upon without consulting everyone, and that agreeing on a governance system must be done with representation from all components of Sudanese society.

On  conclusion , several suggestions were presented, as follows:

  • The structure of all current institutions must be changed.
  • The Constitution-making issue  should be discussed at same time with the peace issue.
  • The Constitutional and supra-constitutional , transitional period issues, and economic policies should be discussed with all.
  • All security and military authority structures should be reviewed, and a strategic plan should be established based on Sudan’s security and military needs.
  • Civil service structures should be reviewed.
