The Covenant of Citizenship Seminar

Justice Africa Sudan has launched a campaign to prepare and ratify a Citizenship Charter aimed to strengthening the relationship between citizens and service providers, and set the principles and laws which based on. The seminar aims to educate citizens about their rights and obligations towards the state and to urge the government to adopt this charter as part of its constitutional program.
The charter stipulates the following principles:
- Defining the relationship between various service providers and the citizen in terms of the type of service and its cost.
- Popular oversight authority over the quality and cost of services.
- The necessity of establishing independent regulatory bodies with extensive powers.
- Enacting legislations to prevent monopolies and forming a commission to monitor this.
Mr. Hafez explained the vision and objectives of the Citizenship Charter and its historical development worldwide. He also outlined the steps that should be taken to prepare a Citizenship Charter and its legislations. He described it as a partnership between the government, citizens, and service providers and a fundamental step for democratic reform process and the development @ improvement of good governance.
The outcomes:
- The idea of the charter should be presented to the Sovereignty Council and the Council of Ministers.
- Involving political parties, government institutions, and the judiciary to encourage the implementation of the Citizenship Charter.
- Raising awareness about the charter at the citizen level.
